How can I change the output of this line: 

$Item->issue_time('h:m');

from "06:21" to "18:00" ? Can someone point me to the page where I can see how each object can be configured? It seems to be down. =/

In your admin area go to locales then pretend you're going to create a new locale. You will get a list of what all the codes are for inside that function.
