e-mail notifications for "assisgned to:" workflow

It would be great in Phoenix to have e-mail notification sent to a member when a task is assigned to them under the workflow properties.

The member could then possibly choose to receive/not to receive these notifications under their subscriptions.

Making collaborative blogging even better on b2e.
