The error means that you haven't included the file that contains the class definition.

If this is a fresh install then download the files from [url=http://b2evolution.net/downloads/index.html]here[/url] again, and upload them, it often cures things.

If you've been playing with the core files, then you probably need to check whatever you've played with ;)
