Every folder inside locales is safe. Dunno about the files in that folder though. Probably okay to delete but I've not gone there. Like when I'm doing a test installation I don't bother uploading any of the folders in locales but I do upload the files.

After that, and for very little gain, you could delete all the skins except the one you use to show your blog.
