I have a sub domain blog listed under my friend's domain, and for the last 2 weeks I get this:
:: New post in blog:
Since you're a newcomer, you'll have to wait for an admin to authorize you to post. You can also e-mail the admin to ask for a promotion. When you're promoted, just reload this page and you'll be able to blog. :)

Now does he have to send me a authoriization notice to my email?

I should also say his attempt to grant me promotion doesn't work either, how do I remedy this?

After promoting you to the requisite level, he needs to go to blog settings - click on the blog, click on usersettings, and give you permission there. Or modify the group permissions for your level.

Note: clicking on the wide format allows one to fine tune permissions.

:)

Thank you, I've been trying to tell him it was on his end of things. You are a big help there.
