If you're using b2evoluton 1.8 or higher, then you can go to Blog Settings tab, choose your blog, go the advanced sub-tab and set the Allow Comments setting to "No comments are allowed in this blog". You can also uncheck Allow trackbacks and allow pingbacks right below that. Now all feedback is disabled for that blog.

If you're not using 1.8, then upgrade.
