Using b2evo 0.92, I'm trying to install the youtube plugin, but no "available plugins" nor "install" link appear at my configuration section, although I saved the youtube_plugin folder at the right place, below the plugins folder.
What am I missing?

The plugin requires b2evolution version 1.8 or higher. I just updated the install instructions to indicate this. I recommend that you upgrade to 1.8.2, it's the latest stable version and includes support for many more plugins.
