Only manually, by hacking the core. E.g. you would create a function like ping_weblogs() (copy and adjust the original one) and then explicitly call it where ping_weblogs() gets called.

In 1.9 ping services can be added through plugins and re-using a "generic ping plugin". Read: easier and cleaner.
