I guess the whois port is blocked on your server.
You should see it working on the demo server.

We set the following domains on the whitelist:
arin.net
whois.arin.net
maxmind.com
whois.com
whois.net
geolite.maxmind.com
whois.nic.uk

whois.nic.uk
whois.apnic.net
whois.tucows.com
But the whois lookup does not work.
Does the whois lookup other ports than Port 80 oder 443?
Could you please tell me, what domains are involved for that lookup by &action=whois ?

It depends on the TLD. There are dozens of domains.
It is a 3rd party library. Look into /inc/_ext/phpwhois/

@fplanque now the IP lookup stopped working also in a second instace, running on another webhoster' without blocked domains. I switched to arin.net. So do I have to register and place a key somewhere in b2e to get it working again?

No key or anything.
"Connection Failed" is an issue between your server and the whois server. You need to enquire with your web hosting support teams as to why you cannot connect. You may also try to manually query from the command line on your server.
Or maybe you make too many such requests and you are being rate-limited by the whois server?
