Add collapse - accordion to panels in the backoffice

It'd be nice if you could add collapse to panels in plugin - widget screens or everywhere else, also remember last states with cookie. Would save a lot of scrolling. It should be fairly easy since they already have panel markup

If you want to create 400 cookies (which will break), it is fairly easy indeed. Otherwise it's a bit trickier, but we're in the process of adding these in many places already.

It would be useful to list the priorities, ie: the screens where you need this the most. I'm taking note of widgets and plugin screens.
