What version are you currently using? The first step should be upgrade the database to utf8, using the tool provided by the installer. This page will show you how to do it: http://b2evolution.net/man/upgrade-database-to-utf8

Also, what error/message do you see in these cases?

I try to previsualize/save/add file and anything is possible. I discover I could save only if any accentuated character is in the message. Title is fine with some "é".

I see no error/message, the page just become nothing and displayed a standard error page depending of the navigator. In chrome, it's "0 data received", in Firefox it's "connexion is reinitialized".
After searching, I saw this upgrade in utf8. I will try it later, I have to backup first.

So finally use this utf8 script solve my problem. Everything seems to go to normal. Except a word with a ? in menu, which I have to find out why.
