Instead of the IP Address, maybe the Host/Server should be localhost, but that is not the problem. You're getting that error because the apache user is unable to create the file conf/_basic.config.php
in the right location. It looks like you're in a Windows based server, so it's weird to get that kind of errors.
You can follow the Alternative method suggested in the second screen. However, you might find further related problems if you don't solve the source of this issue.
Maybe it's a good idea to ask the Godaddy support for help. Please don't mention a "b2evolution installation problem", but "permissions problems with your site", because sometimes support staff tend to automatically blame the third-party software and avoid going further. Just tell them that you need the folders blogs/conf
and blogs/media
to be writteable by the apache user.
