I is a ham radio side.
The download counter is public. I only need a simple counter. I have 80-150 files (100kB-20MB).
I would like to know how much interest there is. (how many downloads)
It would be nice to have the option to display download request publicly.
Additional question for both of you: IF you were showing a specific downloadable file in 2 different places (for example 2 different posts or 2 different blogs), should it be the same counter or 2 separated counters?
In my side it is only one counter. It is the counter for the file.

There is only a counter for the file. No different counters for separate download places-
The downloadmanger gives public information about the number of downloads. The informations are in the b2evolution-database.
I can communicate the link or a blog-text. there you find the counter an additional infos. Look in my info-document.

What is your schedule? Will you install a Download Manager in b2evolutioin? Is it already in version 6 include?
It is on our TODO list but I cannot tell when it will be available at this point. There are too many urgent things to fix first.

Any piece of software is only safe until someone finds a vulnerability and we can never know if someone found and vulnerability without telling.
However, what's interesting is that in version 5 we have actually implemented a system where downloading attachments to posts triggers a special download page... and it was the idea that we could count downloads there. I'm not sure the counting is fully implemented but that could surely be done very quickly.
Would you mind sharing your use case a little bit more so we can make sure we cover it in the next version without the need for any plugin? Do you have many files? Do you need complex reporting or just a single counter? Should the counter be public or private? Any additional info welcome, including a link to your site if you want to share.
