I thought I'd check the elaborate widget UI in Version 7.1.5 and found the tile was at the bottom of the list for [Item Single] block.

Did thus just happen during the upgrade by accident or it that the possition the version intended?

The upgrade script tries to be smart but in some cases if you have non default widgets it doesn't find the right place to add the title widget (which was previously hardcoded)
