Russian language installation.

Please tell me how to install the Russian language for b2evolution 6.11.3?
It turns out to download the localization is not necessary?
When you install there is already a localization file, but for some reason does not work, I downloaded from your site and installed and still does not work, tell me what to do to make the Russian language work?
Installed version localization ru_ru-v6. 6.x.zip

also what language gets displayed depends on the locale of the user, in this case probably the 'admin' account was set to English?
