Strange � marks showing up instead of Ö, æ, é, ð etc.

Hi,

I've localised my blog to Icelandic but when looking at the front page there are � marks showing up in on the front page instead of localized characters like Ö, æ, é, ð, etc. The blog content is ok, only some items on the front page. The blog names are also doubled at the top. Does anyone know how to eliminate this?

I don't see any such mark on your homepage with safari/mac.

Is your language pack using UTF-8?

I can see it in the record from 18.03.17.
It looks like this:

At the top of all posts is seen:
12:11:00, Skr�setjari: Ragnar Geir Brynjólfsson , 56 or�

At the latest comments is seen:
ragnargeir vi�:

I have Windows 8.1 using Google Chrome, Language English. When switching to Internet explorer on the same computer there is no problem, all is OK. The language settings of the computer are Icelandic.
