The front page of http://b2evolution.net/ and several other of the b2evolution family of web pages have a nice setup. Is there some software that can be used by the public to build web pages that have the same style?
That is a skin that b2evolution wrote for itself and has not released to the public. Most people do that - make their own skin and don't give it away. All you need to make your skin be whatever you want is a text editor, though it's much nicer to use one that will do syntax highlighting because you'll be working with php and html and css to develop a really fine skin. I use HTML-Kit, but there are many that will do the job for you.
