My b2evolution Version: 1.9.x

Using 1.9.3

Would anyone be able to explain how I could set up the following:

1) Allow users to post in any blog

2) Disable edit function except for admin

Basically I want it so that admin can still edit any post, but bloggers cannot edit each others posts.
