My b2evolution Version: Not Entered

Can you please explain the easiest way (in laymans language please) how I must set the program up so the visitors to my blog site can, after they have registered and been approved, post blogs under their own name. Can this be done? Would I have to add them as a categories under Blog A or blog B? Can someone put me on the right path here. So many questions! Sorry about that.
