I am interested in someone that could write some Perl or PHP code to do the following.

1) Read a comma delimited file of user information.
2) Compare that list to a verion 2 install of b2evo database.
3) If the user name is not in the database add them as a user and create a blog of the same user name with them as owner.
4) If the record is in the database update the email address in user table
5) Can be run from cron daily.

Each user name is unique and will stay unique.

We have a up and running install of b2evo.
