My b2evolution Version: 2.4.0 rc2

I just installed 2.4.0 rc2 anew and added 2 blogs. I added another user aside from the admin user I created for myself. I can't find any sort of user permissions tab to allow this second user to post in the blogs anywhere!? I've looked at the "Blog Settings" section, but those tabs say nothing of permissions, and there's nothing in users either.

Where is it!?
