If you click on the title "Second Post" or feedback you get a 404 error.
If you click on the chair's blog:
http://www.jcar.com/blog/blogs/blog6.php
you will see the blog but the feedback link will produce the same 404 error.

On your Blog settings -> URL subtab uncheck all the options that make links look like folders, and check all the options that make links look like a string of parameters. Meaning you do not want "domain.com/blog.php/word/word" because you do want "domain.com/blog.php?title=foo".
I suspect your server can't handle pretty URLs is the problem. There is also a sample.htaccess file in your installation's root directory that contains bits of code that MIGHT make your server capable of handling pretty URLs, but do be careful with it as some features provided by hosts will automagically write a .htaccess file for you. So you have to combine the bits from the one your host makes and the one b2evolution gives you.
