Do you get any errors sending emails?
You can turn email validation off in Global settings -> General -> New users must validate email.

Nopes no errors Am working with my server peeps to see if we can find the problem..using the swiftmail script for SMTP authentication it says everything is fine..but the mail never arrives on a outside server...

I'm pretty sure you can also validate someone's account by accessing their user profile. "You as Admin" I mean, should be able to access and edit anyone's profile page.
