My b2evolution Version: Not Entered

I followed this:
http://manual.b2evolution.net/Blog_url_settings
to try to get a shorter url like root.com/(user/blogname)

I chose 'Relative to base url'. I already set up my htaccess too but it still doesnt work. I tried searching the forums for a solution but I couldn't find one.

For my user group problem,which settings do I enter so that the user can have access to

* the backoffice
* the Templates tab
* the file manager
* and the Settings tab
