That "toolbar" appears at the top of all installations of 2.4* versions.
It is a toolbar that only shows for the Admin of the installation and does not appear to visitors or anyone else below Admin status.

this problem comes in firefox, not in internet explorer

Well, I'm the only user of my installation however it seems to me that the "reduced" menu your seeing for a simple user of your blog is ok.
It will show tools appropriate to the permissions you give to your blog's users.
