The link is http://districtil.com/htsrv/register.php but something redirects that to root ('/') - or it looks like that. Do check your .htaccess file to see if you can find something there. Do be patient for an answer from another user who recognizes this issue. If nothing helps contact you host. I think they can advise you with this particular setting.
