since b2evo is controlling your index.php page, this is going to be a tough one...or it may be...
one quick idea would be to change your skin to display the stuff specific to cat # 16. This could be as easy as hardcoding your skin to show the picture that appears on cat #16. and then display the rest of the content below.
In my site, I have two skins that look very similar but the main skin has some stuff hardcoded at the top... while the other "sections" flow with the content....
