My b2evolution Version: 1.10.x

Hey all. I am currently using b2evolution 1.10.2 and want to upgrade to the 2.4.5 In looking over the upgrade instuctions I am told to be sure to absolutely restore /blogs/_basic_config.php but I don't see that anywhere in the blog folder. I have backed it up via ftp as well as the c-panel web disk my host provides.

Any idea where I am missing the boat?
