You need to set up a mail server. Under Unix-like systems, I'd recommend postfix, but since I'm not using Windows, I cannot really help you, sorry. But there should be some software for Windows, too... Be aware that most email providers won't accept your emails since they're sent from a dynamic IP address (if you got a static IP address, all should be fine).
