My b2evolution Version: 2.x

When I log on, the site comes up with no graphics, but says that I need to accept cookies. I set it up to do so and it worked fine. I was forced to uninstall it again, and then reinstall it again, now it won't work. Does the fact that I don't have a dedicated IP effect the site? Help?
