My b2evolution Version: Not Entered

I am having a problem viewing images on my blog.
Version: 2.4.6 on a Windows server

I am able to upload images and use the "Make Posts" feature, but when I insert the suggested code into the post, I get the broken image "red X."

When I look at the media directory on the server, the files are in the folder where the code is pointing. However, I am not able to view the image by putting the link in my address bar, either.

Is this a permissions issue or something else?

Unfortunately I can't provide a link because it is on an internal server.
