Where does the php.ini file go? I've put in the main blog directory and in the /Cron directory (where I have found .htaccess files) but the system see them (Back Office > Tools > System). I am trying to turn off magic_quotes and the allow_url_fopen parameters.
Hosting service doesn't allow .htaccess files.

If it doesn't allow .htaccess files, it's definitely won't allow php.ini overrides
You should talk to your host or find a better one
