I am on a GoDaddy server and there is already a php.ini file. I added the code to that and tried it with no luck. Also created the php5.ini with this code with no success. I did not delete the php.ini file when I added the php5.ini.
Thanks in advance for this information. Any other ideas?

Your php5.ini contains rich text formatting http://mymarketingvision.com/php5.ini
Use another text editor like [url=http://notepad-plus-plus.org/]notepad++[/url] for win and [url=http://www.apple.com/downloads/macosx/development_tools/skediteditor.html]skEdit[/url] for mac

By the way since you fixed extra path links, you can now make all other links prettier.
Go to Blog settings > URLs and select "extra path" for post, tag and category links. This will make your links look like this
http://mymarketingvision.com/blogs/index.php/some-url-slug
instead of this
http://mymarketingvision.com/blogs/index.php?p=45&more=1&c=1&tb=1&pb=1
