[4.x] New user can register option

My b2evolution Version: 4.x

On my web server it offers version 3.3.3. Which I can goto
dashboard:global setting and I can choose to let users register themselves.
I installed 4.0.5 onto another domain and I cannot find that options. How do I let user self register in 4.0.5?

Registration settings were moved to
Users > User Settings > Registration

Yes, globally we are trying to move settings closer to the area they apply to (Files, Users, Blogs, Antispam, etc.) otherwise there are way too many settings in one place ;)
