[4.1.x] Admin language is incorrect

My b2evolution Version: 4.1.x

v4.1.1

The admin language persists in using Spanish. I am not proficient in Spanish (although it is educational); I prefer English.

On both the Global and Blog Settings Regional pages the "Default locale" language is set to "English (US)." Nevertheless, it is English for the non-admin users, Spanish for the admin.

How do I convince b2evo to use English?
