I have tried going into group perms and checking "upload" for said user's group, and unchecking "delete" posts... but it just doesn't work. I need the user to be able to make blog posts, upload pictures, but I need to restrict him from editing anything he didn't post.

Make sure individual user permissions don't override group permissions. You can also create a brand new group and set perms as you want.
