The description on the main page states that If you want 2, 3 or 100 different blogs/newsfeeds then b2evolution should be able to support that.
My question is, how well does it scale to support several hundred, or even several thousand blogs? Developing a site and would like to have a feature that would let each user have a blog like page. Would b2evo work well for this, or would there be some better option out there?

It's possible, but not really practical at the moment. I'd recommend the livejournal software for that many blogs, but since it's been bought by six apart (the guys that own MT), I doubt that future releases will be opensource.
