Link to Post from separate page

I am trying to put a link on my index.html page that shows the latest blog post title and date - that would link to the blog itself. Kind of like a "Recent Post is..." thing. But I cannot find out how to do this. Please help. I've checked up and down this forum and searched it for hours but it looks like I'm the first to bring this topic up...

How can you have a seperate HTML file ( ie. blogs.html ) and have come code within the HTML file call the most recent blog Post Date?

Like --

Blog #1: Last Updated March 19, 2005

almost like a ( index.php?blog=5 - post_date )

Can this be done?
