I've been there before ... (just a moment ago, as a matter of fact).
Here are some things to try.
1) I'm assuming that you're running the install script.
2) I'm assuming that you have access to cPanel and have created a DB and a user.
It takes MORE than creating a DB and a USER. You must make certain that the USER has ALL privileges on that DB.
If you go to cPanel and look at the b2evolution DB you created ... make certain that there are users IN THAT DB and they have "ALL Privileges". (Usually, its a 3-step process ... a) create DB, b) create USER/PW c) Assign permissions for WHAT user in WHAT DB.
