I have promoted two users to Admin level 10 access. When they try to login to the admin section either the permission is denied or they get the Newcomer error saying that they need promoted by the admin. I've had them clear their cookies. I'm not sure what I need to do to get them access.

You have to put them into the "Administrators" group or create a new group for them (which gives them the perms you want).
