Every comment gets karma..
When karma is more positive than the value you give it in App Settings, the comment will get published automagicaly. (default this is +90)

So a plugin needs to be written to upgrade the karme from registered users and so...

What is also good to consider to get positive karma :
Being on the whitelist
Have commented before with that name and domain and/or IP and had a positive karme in the past
