there is no standard way of allowing smilies in the comments..
So there is no standard way to show the toolbar in a function where it is never used...

perhaps I have explained myself badly :-( when I insert a post I can put the smilies, but in the comments, over to form, the smilies there aren't, therefore they cannot be selected for being inserted in the comment...
