Actually, the above is the error message when I try (unsuccessfully) to load the Config parameters.
This error Message might provide a bit more context: "MySQL error: "Table 'simplyso_b2e275.evo_settings' doesn't exist(Errno=1146)".
Background: I moved from one hosting provider to another. When my new provider organized my site files from my backup they may have moved things around a little. Is the installer looking for a certain file folder structure to finalize the install?
Thanks!

Did you move your database from one server to the other? It's not just files, it's also the DB!

Well, let me just say that they did get moved when I changed host providers. Things seemed to work at first, but when I attempted to upgrade, that's when things fell apart. It's all pretty much a moot point now, however, as I was forced to change host providers again, and eventually (with no response back from anybody for nearly a month) had to give up on (abandon) B2Evo for good.
Im back using good old Wordpress.
Good luck to you, sir, on trying to keep your fork of the original Wordpress alive, well and kicking.

Apparently:
- either you changed the basic config file during upgrade and it was no longer pointing to the correct database
- or you somehow deleted the database or moved the tables into another database
I'm sorry to read you abandoned b2evolution for a DB issue not related to b2evolution.
I wish you had described the steps you took to upgrade (there are many different ways to do it).
PS: b2evolution is not a fork of wordpress but a fork of b2 (and wordpress is another fork of b2).
Do you have a question?
