I think it is something wrong with login form. Here is the browser HTML code:

<fieldset$ID$>
<div class="input">
<input type="submit" name="login_action[login]" value="Login!" class="search" />
</div>
</fieldset>

No validation passed, because $ID$ shouldn't be there.

I can't find any errors in PHP code. Is it a bug or it is something wrong with my blog?

Thank you for reply! :)

And what about smooth buttons in IE, is there any chance to fix it?

I confirm this bug in 2.2.0 but do not accept that it is the same bug as in my "MicroBug" thread. When I am logged in as admin I do not see $ID$ in view source, but when I use IE to register I have this bug on both my "login" and "forgot my password" pages.

I locked the other thread because as far as I can tell it is cured in 2.2.0 and therefore no longer worthy of mention.
