We've got a b2e blog that gets 70,000 unique visitors/day. Obviously the more we get, the more spammers try and register. Overwhelmingly, at least 95% are located in "AE". So much so that we immediately delete anyone whose preferred locale is "AE". Just today I've had to do this 20+ times. Is there any way to prevent people located in AE from registering?

I bet they will try EN locale if their first choice returned "You can't register" :)
