Moderators do it manually. Those tags are just a kind of guide to get a better control of the support requests. If an answer is given, but no feedback is received from the user in a period of time, the post is marked as Closed. If the user reports the answer as useful, or it is clear enough, the post is marked as Solved.

As I said in the other post, the capability to write new posts is derived from several factors. If you need to assign detailed permissions to a particular user or group in a specific blog, you should enable the Advanced Permissions on that blog (http://b2evolution.net/man/multiple-author-settings).
Please, try to figure it out reading the manual, and, if you have any doubt, do not hesitate on ask for help in this forum :D
